The initiative of Brazil’s President Lula and France’s then President Chirac to introduce new international finance instruments has met with unexpected support in the last two years.

More than 40 countries have already joined the initiative’s ‘Leading Group on Solidarity Levies to Fund Development’. Around twenty of them have taken the decision to introduce a solidarity levy on airline tickets and four have already done so.

New, emerging donors are entering the stage, among them China, Saudi Arabia and Venezuela. The total amount of such transfers is unknown but it is at least several billion US dollars annually, and is rapidly increasing.
