The reality of poverty and inequities, as perceived from communities and grassroots differs from top-down views.
Since joining the Euro in 1999, Portugal has had the lowest growth in the Eurozone. Between 2001 and 2007 Portugal experienced only 1.1% average annual growth. The government deficit was -6.5% of GDP in 2005 and it was -3.1% in 2007. When the global financial crisis occurred, a drop in tax revenues and the money allocation to support commercial banks, led to further increases in the government deficit and in general gross debt. At 108.1% in 2011, Portugal had the third highest general government gross debt to GDP ratio in Europe (EU27), behind only Greece and Italy (Eurostat, 2012a). As debt continued to grow investors were unwilling to lend and in May 2011 Portugal was the third country to seek a ‘bailout’ from the EU-ECB-IMF troika. The austerity measures accorded between the Portuguese Government and troika, are responsible for major setbacks. Many basic economic and social rights that were guaranteed are now being either questioned or neglected. In this scenario, the development cooperation public policy that contributed significantly to the achievement of the Millennium Development Goals (MDG) also suffered a major negative shift.

El Anuario de la Plataforma 2015 y más ofrece una reflexión sobre la agenda global de desarrollo en un momento de debilitamiento generalizado de las políticas públicas que, en el Norte y en el Sur, amenazan el bienestar global. En su edición de 2011, la Plataforma 2015 y más pretende ofrecer argumentos para la construcción de una agenda de desarrollo —en el marco de la agenda post 2015— basada en la idea de la interrelación y el fortalecimiento de las políticas públicas como ejes para la gobernanza global, entendida esta como la extensión de los derechos humanos y el bienestar al conjunto de los habitantes del planeta. Para ello el Anuario recoge una serie de artículos que se estructuran en tres apartados que desde diferentes perspectivas abordan la construcción de esta agenda.

Наши дети получат в наследство вырубленные леса, опусты-нивание, нарушенное биоразнообразие и измененный климат. Чтобы переломить эту тенденцию, необходимо обеспечить перспективы универсальных прав челове-ка, и права будущих поколений должны быть определе-ны и соответствующим образом защищены.
